MERCERSBURG, Pa. Temperatures started to rise in James Buchanan High School Tuesday as problems with the heating system were resolved.

I live in a community complex apt. Utilities are suppose to be free.
I’ve been here for 3 years. Last month they started working on our heaters. When I arrived they were remove and are being replaced with gas and electric heaters. This means that i have to pay for heat. They did this without any notification to tenants. What are my rights?
Well, it should of been stated in your lease who pays for what. Read your lease, if it in fact stated they paid for heat you will not have to pay until your lease expires.
