Hard to answer.Alot of factors to consider.Insulation,windows,exterior walls ect.Ask someone that lives close by in a flat like yours to get a rough idea.

Agreed with Tinman: It really depends on where you live and who your power supplier is.
For the past several winters, my heat has run about $150/month but that’s not really an indicator other than the size of the space involved.
