I think the author must have meant Natural Gas as he is Australian. They have it piped through and connected to houses.
That depends on the area of the country you live in and what the rate is you pay for your electric. It also depends on the cost of gas (natural or Propane) in your area.
IE
If you live in an area where all your energy comes from Hydro-electric, electric would be cheaper.
You need to compare all systems before making a decision.

I think you are wording your statement in such a way that you think solar water heating is bad. If you are talking about cost it depends on how much gas or electric cost in the area.
I do not see any thing bad about solar power.
Remember the following…….
Gas of any kind is bad, Nukes are bad, Coal is very very very bad.
Hydro is good, Wind power is good, Solar Power is good.
