What is the safest/best way to heat my converted attic apartment?

My apartment is about 350 square feet, and right now there is no heating system. I am worried about (a) starting a fire if I leave a space heater on while I’m not home, and (b) freezing my pets and pipes if I turn a space heater off while I’m not home. My landlord is an idiot…please help!

A oil filled radiator heater is energy efficient and safe. The reason it is energy efficient is because it is filled with a oil that is heated via a internal heating unit. Once the oil comes to temperature the element turns off and the oil radiates heat until it falls below a set temperature. In other words it does not run all of the time, but you get heat out of the unit all the time. (when it is on). I use these in rooms that do not have heat as we live in Montana and we sometimes see temps in the -30. They work great and have turn over safety switches. If they are knocked over they will turn off. There is no external burners in them to start a fire.

I feel very safe with my kids (I have a 2 and a 9 yr old.)
